Bridging the Digital Divide: Second-Hand Laptops & ACAT Program
At Mulwaree Life Skills Association, we recognise that access to assistive technology can be transformative for individuals with disabilities, significantly enhancing their ability to communicate, learn, and participate fully in society. Our innovative Second-Hand Laptops & ACAT (Assistive Context-Aware Toolkit) program embodies our commitment to empowering people with disabilities through accessible technology solutions.
Refurbished Technology for Empowerment
Our approach is both practical and inclusive. We source second-hand computers from generous donations and various community partnerships, giving these devices a valuable second life. Individuals with disabilities, working closely with our trained technicians, meticulously refurbish these laptops. This process involves carefully removing old, slower hard drives and replacing them with high-performance SSD (Solid State Drive) units. The result is significantly faster, more reliable technology perfectly suited to support communication and educational software.
This refurbishment process not only ensures high-quality, accessible technology but also provides invaluable hands-on training and employment opportunities for individuals with disabilities, reinforcing our commitment to promoting independence and job skills within our community.
ACAT: A Life-Changing Communication Tool
The software we install—Assistive Context-Aware Toolkit (ACAT)—was originally developed to assist Professor Stephen Hawking, the renowned physicist, in his daily communication. After Professor Hawking’s passing, ACAT became an open-source project, allowing organisations like Mulwaree Life Skills to adapt and utilise this powerful tool for those who need it most.
ACAT helps users navigate computers, generate speech, and communicate effectively using minimal movement, making it particularly beneficial for individuals with cerebral palsy or other physical impairments. By harnessing this sophisticated yet accessible software, we enable participants to express themselves clearly and independently, often for the first time.

Meeting Immediate Needs, Bridging Funding Gaps
Obtaining funding for assistive technology through the National Disability Insurance Scheme (NDIS) can be a lengthy and complicated process, sometimes taking months or even years. Recognising the urgent need for immediate access to communication tools, our program offers refurbished ACAT-equipped laptops through a lease arrangement. This innovative solution ensures continuous access to essential communication technology, empowering children with cerebral palsy and similar disabilities to actively engage in their education, social lives, and community interactions while awaiting long-term funding from NDIS.
Through this leasing service, we remove financial barriers and provide immediate, practical assistance, ensuring no child is left without a voice during critical developmental years.
Community Impact and Sustainability
The Mulwaree Life Skills Second-Hand Laptops & ACAT program exemplifies sustainable community service by recycling valuable technology resources, empowering individuals with disabilities through meaningful employment, and significantly enhancing communication capabilities for children in need. By bridging technological gaps and providing immediate, impactful solutions, we strengthen individual abilities, encourage independence, and foster greater inclusion within our community.
This initiative is more than just about technology—it is about giving voice, opportunity, and dignity to individuals with disabilities, demonstrating our unwavering commitment to a more equitable and empowered society.
